Recently Signed Federal Budget to Impact Wireless Industry
 
The $1.3 trillion budget bill recently signed includes items that will directly impact the wireless industry, including rural deployments and the expansion of 5G.
 
Ray Baum’s Act removes the need for auction payments to be paid and held in interest-bearing escrow accounts. According to FCC Chairman Ajit Pai, this requirement had impeded the FCC’s ability to sell higher frequency spectrum for 5G rollouts because banks were hesitant to provide the needed accounts. Pai warned at Mobile World Congress that a failure to address the rule would delay the country’s 5G networks.
 
With the requirement removed, the FCC is slated to offer millimeter-wave spectrum for auction beginning in November 2018, Pai has announced. Along with easing the rule for auctioning, Ray Baum’s Act allows the FCC to allocate 255 MHz of spectrum for use by 2023, begins the establishment of protocols for services in the 42 GHz band, and earmarks funds to cover relocation costs for broadcasters after last year’s 600 MHz auction.
 
The budget also included a boost for rural deployments, with $600 million granted to the US Department of Agriculture for rural broadband grants and loans and the creation of a rural broadband program in the Rural Utilities Service.
 
Shirley Bloomfield, CEO of NTCA, The Rural Broadband Association, said in a statement, the FCC action “charts a course toward realizing the goal of promoting and sustaining effective broadband deployment in rural America.”
